Partners for Our Children is a research and policy center within the University of Washington. Our mission is to eliminate inequities and promote intergenerational family well being. We urge the Administration for Children and Families to ensure that TANF Child-Only grants remain accessible, straightforward, and protected for the kinship families who depend upon them. The majority of children being raised by kinship caregivers are in informal arrangements outside of the child welfare system. As such, the child-only TANF grant is one of very few supports that they are eligible to receive. Yet they assume the increased costs of raising a child, many of whom are navigating trauma, loss, and uncertainty. We are concerned that changes to federal data-sharing practices could unintentionally create confusion, increase administrative barriers, or discourage eligible kinship caregivers from seeking assistance. We respectfully request clear guidance to states that TANF Child-Only eligibility and access for kinship families should not be negatively impacted by these changes. Thank you for your consideration
