Removing section 302.33(a)(6) Services to Services to individuals not receiving title IV-A assistance would remove some of the flexibility states have in providing services to their applicants. This subsection allows states, if desired, to offer paternity-only services to applicants. There are applicants that apply only because they need paternity established, not for monetary obligations. Establishing paternity allows for the child to be eligible for such things as inheritance, benefits, and the father's name on the birth certificate. I don't see that this topic is addressed in any other portion of the CFR; if it is, my apologies. If it is not, please reconsider removing this section.
